The Commission on Human Rights (CHR) expresses its full support for the passage of Senate Bill (SB) No. 2955, also known as the “Hustisya Para sa Lahat Act,” which seeks to bridge the gap in ensuring equal access to justice for all Filipinos through expanded legal assistance.

Authored by Senator Jinggoy Ejercito Estrada, SB No. 2955 aims to widen the scope of legal aid available to marginalized, disadvantaged, and vulnerable sectors. By refining the statutory definition of indigent under the Public Attorney’s Office (PAO), the bill ensures that those in need receive fair legal representation and protection of their rights.

With the increasing demand for legal services in the country, it is imperative for the State to strengthen mechanisms that guarantee access to justice for all. Expanding legal assistance not only promotes fairness and inclusivity but also enhances public trust in the Philippine justice system—reinforcing the rule of law and the fundamental principles of democracy.

Let us take this year’s World Day of Social Justice as a reminder of our shared responsibility to foster more inclusive and equitable communities. After all, the foundation of justice is rooted in how we recognize and uphold the rights and dignity of all. Akin to the saying, “Those who have less in life should have more in law,” we take this opportunity to emphasize the need for SB No. 2955 to receive the attention it rightfully deserves.

The Commission recognizes that this legislation will ensure that more Filipinos seeking legal assistance receive the support that they need, regardless of their socio-economic status or financial capacity. Ensuring that financial constraints do not impede access to legal aid is a crucial step toward a more just and equitable society.

The Commission affirms that SB No. 2955 is a vital measure in upholding the fundamental rights of every Filipino.
