The Commission on Human Rights (CHR) expresses its grave concern over reports of the alleged proliferation of fake identification cards (IDs) for persons with disabilities. Under Republic Act No. 7277, or the Magna Carta for Disabled Persons, as amended by Republic Act No. 10754, persons with disabilities are entitled to a 20 percent discount and exemption from value-added tax (VAT) on certain goods and services through the use of a valid identification cards for persons with disabilities.
