Enforced Disappearance, Environmental Defenders,

The Commission on Human Rights (CHR) has taken cognisance of the reported disappearance of Rowena “Owen” Dasig, an environmental defender from Calabarzon, whose charges had been recently dismissed by the Gumaca Regional Trial Court Branch 172 on 13 August 2024. As of writing, there have been no updates on the whereabouts of Dasig after she had been freed from the Lucena City District Jail (LCDJ). It must be remembered that Dasig was arrested with Miguela “Ella” Peniero, a community health worker who is still being detained to this date, by the police and the military on 12 July 2023 in Atimonan, Quezon. The said charges were based on illegal possession […]

The Commission on Human Rights (CHR) commends the efforts made by the Quezon City Health Department to conduct a free breast cancer screening for almost 20,000 women in six districts in Quezon City. According to a report, out of 22,476 women who underwent breast cancer screening, 146 tested positive for breast mass. Eight women underwent surgery at East Avenue Medical Center, while 133 others had mammograms at Quezon City General Hospital. Based on a study released by the Philippine Statistics Authority (PSA), cancer has been the country’s second-leading cause of death in recent years, particularly lung, liver, breast, colorectal, and prostate cancers [1]. Given these statistics, programs such as free […]

Anti-Trafficking in Persons Act, Republic Act No. 11862

The Commission on Human Rights (CHR) lauds the passage of Republic Act (RA) No. 11862 or the Expanded Anti-Trafficking in Persons Act which seeks to strengthen the government’s campaign against human trafficking. The Department of Social Welfare and Development (DSWD) notes that, of those they provided assistance to, most were victims of labor trafficking, followed by sex trafficking and online sexual exploitation, and armed conflict. However, with the pandemic lockdowns, there has been an alarming increase of cases of online child sex trafficking. In 2021, the Department of Justice (DOJ) reportedly received an estimated 2.8 million complaints of online sexual exploitation of children. With this, RA No. 11862 offers a […]

The Commission on Human Rights (CHR) lauds the recent pronouncement of the Bureau of Corrections (BuCor) on its assurance to get all Persons Deprived of Liberty (PDLs) and personnel in its seven prison facilities vaccinated against the Covid-19. Efforts to help decongest and preventive actions to stop the spread of the pandemic in jails and detention facilities is specifically in line with this year’s National Correctional Consciousness Week theme “Magkaisa, Magtulungan, Magdamayan, Covid-19 ay Labanan.” In the past, CHR has called attention to the conditions of jails and detention facilities in the country as overcrowded prison conditions increase the risk of disease transmission. This condition makes detained individuals, especially the […]

Right to Vote

The ongoing implementation of enhanced community quarantine (ECQ) and modified ECQ in many locations around the country due to Covid-19 puts a lot of toll and delays in the whole voter registration process in the country. Together with the Senate, Congress, and other civil society organisations, the Commission on Human Rights (CHR) joins the call to extend the deadline of voter registration in the Philippines. While we recognise that the proposed extension may further delay the preparatory activities of the Commission on Election (Comelec) to ensure the smooth conduct of the automated elections in May 2022, the CHR asserts that eligible voters must be given the opportunity to register safely […]

The Commission on Human Rights is launching a motu proprio investigation into the death of a special needs teenager, who was said to have been shot by a police officer involved in a raid on an illegal cockpit in Valenzuela City on Sunday, May 23. The victim, aged 18, was identified as Edwin Armigo, a person diagnosed with autism. At this point, discovering the truth in the incident should be a priority. Contradicting narratives presented by the police, eye-witness accounts, and statement of the kin of the victim offer different stories on how the police ended up shooting the kid. The Basic Principles on the Use of Force and Firearms […]

The ‘community pantry’ of essential goods, which first emerged in Maginhawa Street, Quezon City with the purpose of aiding the community and fostering a shared mutual concern for one another, is a great initiative at a time when Filipinos need it the most. It is thus concerning that this initiative, as well as the other community pantries that have followed, are under the threat of profiling and surveillance by local law enforcement authorities and are subject to red-tagging across various accounts in social media. Barely a week since the start of the Maginhawa Community Pantry, organizer Anna Patricia Non had to suspend the operation of the pantry in consideration of […]

Mining

The Commission on Human Rights (CHR) calls for compliance with Human Rights-Based Approaches as part of sustainable development efforts in the utilisation of natural resources, particularly in the context of the recent issuance by Executive Order (E.O.) No. 130 dated 14 April 2021 lifting the moratorium on new mineral agreements in the Philippines. Such includes ensuring that the Philippine government guarantees the absolute participation of the Filipino people in making decisions on the exploration, development, and utilisation of natural resources, such as minerals. It is then equally important that relevant laws and regulations are observed and are faithfully implemented based on their spirit and letters—including the Indigenous Peoples’ Rights Act; […]

The Commission on Human Rights of the Philippines, together with National Human Rights Institutions (NHRIs) and civil society organizations across the globe will engage and meet with UN Member States at the 11th Session of the Open-Ended Working Group on Ageing (OEWGA) to deliberate once again on the normative and substantive elements for a binding international convention on the rights of older persons. The OEWGA session this year, 2021, comes at time of greater global challenges caused by the COVID-19 pandemic, and while some Member States are in the UN Headquarters in New York physically meeting at limited capacity, the virtual presence of NHRIs and civil society for this session […]

Press Briefing, Sex Jokes

Sex jokes and sexual objectification of women are VAW: Not to be tolerated nor excused The Commission on Human Rights condemns the normalization and trivialization of sex jokes and sexual objectification of women. They are forms of violence against women (VAW) and should not be tolerated nor excused. Not when the country is reeling from a national emergency, not in November, when we are observing the 18 days of activism against VAW, and especially not coming from high ranking government officials during an emergency response briefing. Sexist and misogynistic remarks are never right and should never be tolerated, especially as we are a signatory to the Convention on the Elimination […]

This year, the county and world are celebrating Indigenous Peoples’ Day with the theme “COVID-19 and Indigenous Peoples Resilience.” There is much reason to celebrate the resilience of indigenous peoples (IPs) while not forgetting the pressing challenges they face. IPs living in their communities have remained resilient since time immemorial. For centuries, they have employed patterns of responses to diseases and hunger guided by their indigenous knowledge. This resilience of the IPs is again demonstrated during the current COVID-19 pandemic. Many IPs, especially those with strong grounding to their own knowledge, systems, and practices in farming have not seen the adverse impact of the virus in their communities. Supply of […]

GENEVA (27 April 2020) – As Governments face the formidable challenge of protecting people from COVID-19, UN High Commissioner for Human Rights Michelle Bachelet has called on them to ensure human rights are not violated under the guise of exceptional or emergency measures. “Emergency powers should not be a weapon governments can wield to quash dissent, control the population, and even perpetuate their time in power,” Bachelet warned. “They should be used to cope effectively with the pandemic – nothing more, nothing less. ”States are able to restrict some rights to protect public health under human rights law, and also have certain additional powers if a state of emergency threatening […]

Arbitrary Detention,

The United Nations Working Group on Arbitrary Detention is the first comprehensive review of the contributions of this important institution to understanding arbitrary detention today. The Working Group is a body of five independent human rights experts that considers individual complaints of arbitrary detention, adopting legal opinions as to whether a detention is compatible with states’ obligations under international law. Since its establishment in 1991, it has adopted more than 1,200 case opinions and conducted more than fifty country missions. But much more than a jurisprudential review, these cases are presented in the book in the style of a treatise, where the widest array of issues on arbitrary detention are placed […]

By Reinna Bermudez | 20 April 2020 | Rappler ‘Displaced communities are in a particularly critical situation, and they should be included and considered in the development of quarantine frameworks and mobility lockdowns’ Disasters and conflicts often compel families and communities to leave their places of origin, in search for safer grounds. As humanitarian crises persist, internally displaced persons (IDPs) are forced by their circumstances to live in dismal conditions in camps and transitory shelters. They lack adequate housing, have limited access to food, water, and basic services, and suffer from disrupted economic and educational activities. In the Philippines, such realities of displacements have become a natural occurrence post-crisis. According […]
