The Commission on Human Rights (CHR) welcomes the commitment of the House of Representatives to prioritise measures, which will allow Filipinos to better access dental health in their respective localities. House Speaker Ferdinand Martin G. Romualdez has recently expressed his support for initiatives, which promote health education and access to dental care. Particularly, he mentioned that the 19th Congress is pushing for legislations which guarantee that “every city and municipal health unit includes a dental service as part of its primary health care offering.”[1] The Commission remains firm that access to oral health is a human rights issue. Across the globe, it is evident that dental services are still disproportionately […]
The Commission on Human Rights (CHR) expresses concern over the sentiments expressed by residents of a fishing town in Ormoc City and their fear of displacement as the new ‘Mega-City’ in the city rises. Based on reports, approximately 500 residents of Barangay Naungan in Ormoc City are concerned that they will be forced to abandon their homes and livelihoods due to Premium Lands Corporation’s P80 million eco-park and township development project. Furthermore, environmentalists and other concerned organizations have warned about the project’s potential impact on the environment and food security. Goal 11 of the United Nations Sustainable Development Goals (SDGs) focuses on making cities and human settlements inclusive, safe, resilient, […]

The Commission on Human Rights (CHR) decries the attempted ambush against Bulacan Vice Mayor John Bong Alvarez last 04 June 2024. Reports point out that an unidentified riding-in-tandem tailed the convoy of Vice Mayor Alvarez from his residence and tossed a grenade into the direction of his vehicle. When the first grenade failed to detonate, a second one was thrown but was also unsuccessful. While authorities are currently addressing the matter, the Vice Mayor mentions the possibility that the grenade attack was election-related, as he has recently announced his candidacy for the 2025 midterm polls. He also pointed out that an attempted ambush was also carried out in 2012, which […]
The Commission on Human Rights supports President Ferdinand “Bong Bong” Marcos Jr.’s directive to ensure food security and proper nutrition through a whole-of-government approach as part of the Philippine Development Plan to combat hunger and poverty. All government agencies and local government units (LGUs) are responsible for assisting with the implementation of the Enhanced Partnership Against Hunger and Poverty (EPAHP) program. EPAHP seeks to institutionalize efforts to alleviate hunger and promote food and nutrition security by connecting community-based organizations (CBOs) with potential markets and providing credit to support food production, processing, and distribution. Zero hunger is one of the Sustainable Development Goals (SDGs), particularly SDG 2, and it is closely […]

The Commission on Human Rights (CHR) applauds Muntinlupa City Regional Trial Court (RTC) Branch 206’s decision to acquit and grant “demurrer to evidence,” declaring former CHR Chairperson and Senator Leila de Lima not guilty and effectively dismissing her third and final drug case. In the court decision, Muntinlupa City RTC Branch 206 granted the demurrer for the failure of the prosecution to prove the guilt of all accused beyond reasonable doubt. “Assessing the totality of the evidence presented by the prosecution, the Court is of the firm resolve and so holds that the prosecution was not able to prove the guilt of all accused beyond a reasonable doubt,” the court […]

⚠️(Trigger Warning: Violence, killings, assault)⚠️ The Commission on Human Rights (CHR) vehemently condemns the killings of three individuals in Las Piñas City. According to reports, a woman and her niece and nephew, aged 19 and 11, were killed after being struck with a two-by-two wooden plank (dos-por-dos) by her live-in partner in Barangay Pulang Lupa Dos, Las Piñas City. The suspect’s four-year-old son also witnessed the vile incident. The Commission condemns in its strongest form any act that impedes the most fundamental right – the right to life itself. Such heinous acts undermine the very essence of human dignity and security. This also highlights the ongoing threat of domestic violence […]
The Commission on Human Rights (CHR) commends the successful rescue operation of four minors from an alleged trafficking situation at Davao Airport. This incident only highlights the critical issue of human trafficking in the country and the need for robust measures to safeguard the rights and welfare of children. According to reports, the victims—a 14-year-old, two 16-year-olds, and a 17-year-old—were rescued while attempting to board a flight to Manila at Davao International Airport with a companion. Their two alleged recruiters have been arrested. They would have worked as waitresses in a club. The others would be hired as helpers and paid as such. The Commission reiterates Republic Act (RA) 9208 […]
The Commission on Human Rights (CHR) welcomes the recent verdict by the Caloocan Court, which found four police officers guilty of homicide in connection with the 2016 killing of a father and his son during an anti-drug operation in Manila. The victims, Luis Bonifacio, aged 45, and his son Gabriel Bonifacio, aged 19, were shot dead during the operation. The court sentenced the police officers to prison terms of up to ten years. The Commission strongly denounces any form of violence, particularly when perpetrated by those entrusted with the duty to protect all citizens, especially the vulnerable individuals from the poor sector. Unjustified killings committed by law enforcers are not […]

According to the United Nations Office for the Coordination of Humanitarian Affairs (OCHA), since May 2017, approximately 16,070 families, or around 80,300 individuals, are still living as internally displaced persons (IDPs). These families have resided in transitional shelters provided by the government, under a five-year lease agreement between the landowners and the Task Force Bangon Marawi (TFBM). However, in 2023, with the expiration of these leases, these families were forced to relocate or pay rent, among other […]
The Commission on Human Rights (CHR) expresses grave concern over the conflict of factions in Maguindanao del Sur which has resulted in at least 6,000 displaced residents. As the country’s national human rights institution, we urge the local and national government to work towards addressing this matter, before more individuals and families are forced to evacuate their area in order to seek safer grounds. According to reports, the hostilities stem from the conflict between two armed groups in Mamasapano town, and has affected the adjoining towns of Datu Saudi Ampatuan, Datu Salibo and Saydona Mustapha. CHR echoes the call of the Bangsamoro Autonomous Region in Muslim Mindanao Human Rights Commission […]

According to reports, Gonzales was physically assaulted and punched in the waist during a live broadcast, while Gatus allegedly faced verbal abuse from protesters, who accused him of corruption and bias. The CHR emphasizes the necessity for both parties to respect and protect each other’s rights, thereby supporting the democratic process and contributing to an informed society. The Bill of Rights explicitly states that there […]

The Commission on Human Rights (CHR) is one with the United Nations in affirming the rights of intersex people, through the Human Rights Council’s recently adopted resolution which calls on Member States to work on implementing reforms which focus on the visibility of the sector and to promote medical and mental health services that cater to their specific needs. The UN Resolution acknowledges that intersex people are often subjected to stigma and discrimination, which lead to an array of human rights violations. This landmark move primarily recognizes the need for both local and global efforts to strengthen efforts towards combating “discrimination, violence and harmful practices against persons with innate variations […]

Screenshots of said pamphlets were shared with the media, saying that recruiters of the Communist Party of the Philippines – New People’s Army (CPP-NPA) “could be found at protests,” and are “teaching people to despise government.” The Commission reiterates that protests and the right to peacefully […]
