The Commission on Human Rights condemns the ambush in Lupi, Camarines Sur allegedly executed by the New People’s Army, which killed 3 cops and injured 3 more. In armed hostilities, disproportionate and indiscriminate use of force is prohibited under the International Humanitarian Law. Hence, the Commission will conduct thorough and immediate investigation to help see the case through its just conclusion. The cycle of violence has not waned and this incident that imperiled even armed state forces manifest the severity of the culture of killings. Carlos Zarate extending the validity and availability of funds allotted for approved, legitimate claims filed by the victims of various human rights violations under the Marcos martial rule. The death of Barangay Councilor Roel Mabano is another count in the rising number of deaths that the Commission continues to decry. We are concerned that the methods of attack are more brazen, and the perpetrators seem to be emboldened as more crimes get unpunished. We call on the government, especially our police, to step up its measures, which respect and protect human rights, in the interest of public safety. The Commission advises everyone, especially the entertainment sector, to refrain from promoting discrimination against, or perpetuating the stigmatisation of, persons, especially those brought about under special circumstances of less privilege. Being an adopted child or “ampon” is not a matter of ridicule. A person’s birth circumstance does not diminish his/her dignity, nor does it define his/her personhood. The Commission is deeply saddened by the brutal and tragic death of OFW Henry John Acorda. We express our condolences and send our prayers to his family and friends.
