Statement of the Commission on Human Rights on its continuous monitoring of the situation in the KOJC compound

The Commission on Human Rights continuously monitors the situation in the Kingdom of Jesus Christ (KOJC) compound in Davao City, as well as the ongoing police operations to serve the alias warrant of arrest on Pastor Apollo Quiboloy and the other accused. Through the investigation by our Region XI personnel on the ground, the CHR has taken cognizance of incidents involving some members of the Philippine National Police (PNP) and KOJC that may have resulted in human rights violations. We have also noted the rescue of alleged victims of human trafficking inside the KOJC compound. Likewise, as the nation’s human rights institution, the Commission expresses deep concern over reports of […]

Statement of the Commission on Human Rights welcoming the draft DepEd curriculum citing red-tagging and EJKs as human rights violations

The Commission on Human Rights (CHR) welcomes the recent move by the Department of Education (DepEd) to recognise ‘red-tagging, trolling, and extrajudicial killings (EJKs)’ as examples of serious human rights violations in its draft curriculum for Araling Panlipunan in basic education. As the country’s independent national human rights institution, CHR has long denounced the act of red-tagging and EJKs. The Commission particularly stresses that red-tagging only serves to stigmatise and silence individuals and groups critical of the government or advocating for social justice. More alarmingly, however, is that this practice has resulted in numerous human rights violations, including enforced disappearances, torture, and even arbitrary executions.[1][2] In our calls to the […]

2022年の総選挙における人権侵害の可能性に関するCHR報道官ジャクリーン・アン・デ・ギア弁護士の声明

Today, 09 May 2022, Filipino citizens are once again urged to exercise their right of suffrage and cast their vote for the Philippine National and Local Elections. The Commission on Human Rights (CHR) affirms and protects the right to vote as a fundamental political right. Qualified voters can and should participate in the process of genuine democratic governance representative of the will of the people, as is stated in Article 21 of the Universal Declaration of Human Rights and conferred by Article V of the 1987 Constitution. Such is also the reason for CHR’s initiative to form a non-partisan, civil society-led, nationwide campaign in 2016 – Bantay Karapatan sa Halalan […]

国際刑事裁判所(ICC)の最近の調査結果に関する人権委員会の声明

The Commission on Human Rights of the Philippines (CHR) takes note of the report of the International Criminal Court, Fatou Bensouda, on the recent findings of human rights violation in the country’s campaign against illegal drugs. As the country’s national human rights institution, CHR urges the government to acknowledge and address the observations of the ICC, with regards to its findings, and calls for greater transparency and accountability from the government in the movement towards providing redress for cases of human rights violations. In the end, it is the duty of the state to ensure a healthy balance between liberty and authority and general adherence to the rule of law. […]

Statement of CHR Spokesperson, Atty Jacqueline Ann de Guia, clarifying CHR’s mandate on upholding the human rights of all

The Commission on Human Rights (CHR) would like to thank Congressman Rodante Marcoleta for the opportunity to clarify the long-standing misconception on the mandate of CHR. We have always stood for the respect and protection of the human rights and dignity of all. As such, we equally believe in making sure that all perpetrators of human rights abuses and violations should be made accountable for their offenses. CHR has repeatedly stressed, however, that the respect, protection, and fulfillment of human rights remains to be a primary obligation of the government, as embodied through the different government agencies, i.e. upholding our right to health as a mandate of the Department of […]

国連総会における大統領の発言に関する人権委員会の声明

The Commission on Human Rights (CHR) notes the statement of the President before the United Nations General Assembly, particularly on affirming the government’s commitment to protect human rights. As the country’s independent national human rights institution, CHR acknowledges that government can do more and better in fulfilling its obligations in protecting the human rights of all. We echo the view that, while impunity did not start from this administration alone, this government has a definite role in ending it or, at the very least, not making it worse with present attitudes and behaviours. It is contrary to democracy to depict dissent and protests as efforts to destabilise. Sectors, such as […]

COVID-19: Exceptional measures should not be cover for human rights abuses and violations – Bachelet

GENEVA (27 April 2020) – As Governments face the formidable challenge of protecting people from COVID-19, UN High Commissioner for Human Rights Michelle Bachelet has called on them to ensure human rights are not violated under the guise of exceptional or emergency measures. “Emergency powers should not be a weapon governments can wield to quash dissent, control the population, and even perpetuate their time in power,” Bachelet warned. “They should be used to cope effectively with the pandemic – nothing more, nothing less. ”States are able to restrict some rights to protect public health under human rights law, and also have certain additional powers if a state of emergency threatening […]

Statement of CHR spokesperson, Atty. Jacqueline Ann de Guia, on the call of UN experts to probe human rights violations in the Philippines

We urge the Philippine government to give serious attention to the call of the 11 special rapporteurs of the United Nations for an independent probe into the alleged human rights violations in the country, including attacks on rights and liberties, human rights defenders, and democratic institutions among others. It is worthy to stress that earning a seat in the UN Human Rights Council, which the government has welcomed as a win in 2018, also underscores the need for the Philippines to fully cooperate with the Council, including with its Special Procedure mechanisms consist of Special Rapporteurs and Working Groups of the UN Human Rights system, as embodied in the UN […]
