The Commission on Human Rights recognizes the initiative of the Department of Migrant Workers (DMW) and its partnership with the Anti-Money Laundering Council (AMLC) to provide safety mechanisms which ensure the protection of Overseas Filipino Workers (OFWs) from illegal recruiters and traffickers. Through a Memorandum of Agreement signed by the two agencies, this is envisioned to restore the assets of OFWs which had been collected by illegal recruiters and trafficking syndicates. Given the AMLC’s freeze-order capacities, the DMW can easily move forward in its investigation as this partnership allows them to request the freezing, tracking, and forfeiture of accounts of alleged perpetrators within and beyond the Philippine borders. Indigenous cultural communities (ICCs) or indigenous peoples (IPs) remain one of the most vulnerable sectors of Filipino society. At the height of the pandemic, quarantine restrictions hindered their livelihood activities and further exposed them to entities that exploit the IPs’ vulnerable state by threatening their security and infringing upon their rights to ancestral domain. The Commission on Human Rights strongly supports the passage of Senate Bill No.1794 that aims to intensify the government’s crackdown on human trafficking, and echoes the call of its proponent, Senator Win Gatchalian, to fortify collaborations among agencies to address the human trafficking issue in the country. The Commission on Human Rights lauds the Bureau of Immigration (BI) and BI-NAIA 3 travel control and enforcement unit (TCEU) for successfully preventing a human trafficking attempt at the Ninoy Aquino International Airport (NAIA). On Sunday, 10 November 2019 the Bureau of Immigration reported the foiled attempted trafficking of 4 women illegally recruited to work abroad. With the coordination of BI NAIA-3 TCEU, the Bureau of Immigration was able to ascertain that the documents of the victims were indeed fraudulent–thus barring them from flying to Malaysia where they intended to proceed to Dubai to work. Statement of CHR Spokesperson, Atty. Jacqueline Ann De Guia, on the motu proprio investigation of human rights violation committed to lumad victims of human trafficking in Sual, Pangasinan
The Commission on Human Rights has launched a motu proprio investigation on an alleged case of human trafficking involving lumad victims from Quezon, Bukidnon after information was received from various labor groups. Thirty-four (34) of them were able to escape a fish pen in Sual, Pangasinan after being forced to work 15 hours a day and were not paid of agreed wages. Twenty-eight of the victims went to the central office of the Commission to ask for assistance.
