The Commission on Human Rights (CHR) notes with concern the recent decision of the Navotas City Regional Trial Court (RTC) Branch 286 on the shooting of 17-year-old Jehrode “Jemboy” Baltazar. The penalties, which resulted to the release of five involved police officers and only one officer sentenced to four-year imprisonment, raises questions on the administration of justice in cases of deaths involving law enforcers.
