The Commission on Human Rights (CHR) acknowledges the urgent appeal made by United Nations (UN) Special Rapporteur on freedom of opinion and expression, Irene Khan, urging the Philippine government to review the cases of journalists facing legal charges and address the alarming incidents of media killings in the country. As the country’s independent national human rights institution, CHR underscores the importance of swift and impartial processes to secure justice for media workers subjected to alleged fabricated charges and arbitrary detention. The call by the UN Special Rapporteur highlights the prolonged detention of community journalist Frenchie Mae Cumpio, who was arrested on 7 February 2020 in Tacloban City on allegations of […]

メディア業界における最近の人員削減に関する人権委員会の声明

The Commission on Human Rights (CHR) underscores the vital role of the media as the Fourth Estate in safeguarding every Filipino’s access to information and freedom of expression. As such, we extend our solidarity and acknowledge the challenges faced by media workers affected by layoffs across various media outlets. This statement comes in light of reports that approximately 100 media workers have been impacted by layoffs recently announced by ABS-CBN Corp. These layoffs represent a portion of the job cuts forced upon the media giant due to the House of Representatives’ 2020 decision to deny ABS-CBN’s franchise renewal. Adding to this setback in the media industry is CNN Philippines’ announcement […]

Statement of the Commission on Human Rights lauding PTFoMS for the prompt action on the intimidation committed against journalists during a demolition incident in Pampanga

The Commission on Human Rights (CHR) commends the Presidential Task Force on Media Security (PTFoMS) on its proactive efforts to conduct an investigation regarding the reports received on journalists being threatened while covering a violent demolition at Sitio Balubad, Brgy. Anunas, Angeles City, Pampanga on 12 March 2024. Charges on robbery with intimidation, grave threat, grave coercion, oral defamation, and illegal defamation are currently being filed against the identified suspect who confronted K5 News Olongapo reporter Rowena Quejada. In line with her expressed intention to forward a complaint, we support the point of PTFoMS that there is a “gross violation of Quejada’s civil and media rights” upon further investigation of […]

The Commission on Human Rights is in solidarity with the media community in celebrating the National Press Week. The press plays a vital role in fostering social good and in enabling other freedoms by speaking truth to power and bringing relevant information to the public. To truly commemorate the importance of the press, it is important to tackle the current hostile environment that restrains press freedom and imperils journalists. The Commission has numerously called attention to the trend of harassment and intimidation directed towards media networks and media professionals, particularly those that report the gaps, abuses, and incompetence in government efforts and policies. Such reportage should be viewed as essential […]

CHRの広報担当者、ジャクリーン・アン・デ・ギア弁護士の、教師と生徒の事件に関する声明がラジオ番組で放送された。

Media has an undeniable role in truth-telling, especially when done to fight injustices and violations of human rights. But it must always to do so to complement the rule of law, not supplant it. The Commission on Human Rights believes that every allegation of cruelty committed against children, especially in spaces we expect to be safe, such as schools, must be investigated. This process recognises the inherent right to be treated as innocent until proven guilty until a final judgment through a fair trial has been made. In keeping with our firm position, we believe that all crimes must be punished. But when we take the law into our own […]
