人権委員会は、ダバオ市における警察記録の誤報疑惑について深い懸念を表明する声明を出した。

The Commission on Human Rights (CHR) expresses deep concern over the alleged misreporting of police blotters in Davao City to establish a declining trend in the city’s crime statistics. According to reports, the observed discrepancies in two police log books showed different entry reports, where one listed lesser records or wrong classification of cases as an attempt to allegedly cover-up the city’s real crime statistics. This resulted in the reassignment of 19 police station commanders in Davao City. As enshrined in the Philippine National Police (PNP) Operations Manual, each PNP operating unit/station shall maintain two separate police blotters: Blue Blotter contains daily registry of all crimes incident reports involving official […]

Statement of the Commission on Human Rights supporting the new PNP chief’s commitment to address criminality through innovation guided by accountability and transparency

The Commission on Human Rights (CHR) welcomes the appointment of Police General Rommel Francisco Marbil as the new chief of the Philippine National Police (PNP), effective 1 April 2024. CHR looks forward to the new leadership of PNP Chief Marbil, who expressed his commitment to improve the current progress of the agency in reducing the crime rate in the Philippines through innovative practices in the law enforcement. We commend the PNP’s plans to progress towards the use of emerging technologies to further widen its reach across communities and develop their capability to address new forms of criminality. Emerging threats, such as cybercrime and transnational crimes, highlight the evolving landscape of […]

人権委員会による、女性と子どものためのPNP仮想ヘルプラインの開設を称賛する声明

The Commission on Human Rights (CHR) extends its commendation to the Philippine National Police (PNP) for the activation of its virtual helpline for women and children who experience abuse, violence, and concerns related to their safety, protection, and empowerment. Dubbed “AlengPulis with the CyberSquad,” this initiative by the PNP Anti-Cybercrime Group is a significant step in addressing the pervasive issue of gender-based violence, particularly in the digital realm. Gender-based violence remains a deeply alarming issue that affects countless individuals, especially women and children. Our increasingly digital world has unfortunately provided new platforms for abuse and exploitation, which heighten the vulnerability of the aforementioned sectors. As duty-bearer, it is incumbent upon […]

Statement of the Commission on Human Rights on the dismissal of the police officer involved in the case of the missing beauty queen in Batangas City

The Commission on Human Rights (CHR) has taken note of recent developments in the case of Batangas City’s missing beauty queen. This is in connection with the dismissal of Police Major Allan De Castor, the alleged suspect in the disappearance of beauty queen Catherine Camilon. Camilon has been missing since October of last year. According to reports, Calabarzon police chief PBGen Paul Kenneth Lucas confirmed De Castro’s dismissal effective 16 January 2024. We acknowledge the progress of this case as it serves as a reminder of the government’s proactive commitment to the pursuit of justice and accountability, particularly in this case. We also recognise the Philippine National Police’s (PNP) efforts […]

Statement of the Commission on Human Rights welcoming the PNP’s assurance of maximum tolerance during SONA protests

The Commission on Human Rights (CHR) welcomes the statement of the Philippine National Police (PNP) to exercise maximum tolerance in handling the protesters that will conduct rallies during the  State of the Nation Address (SONA) of President Ferdinand “Bongbong” Marcos Jr. on 24 July 2023. Law enforcers play an important role in enabling citizens to exercise their rights in a safe and secure environment. We are hopeful that the PNP’s statement of assurance will translate to efforts by State forces to protect and facilitate the right to peaceful protest in the same manner that they will endeavor to ensure peace and order. In the same vein, we also remind protest […]

警察による虐待疑惑の最近の事件に関する人権委員会の声明

The Commission on Human Rights (CHR) in Region IX and XI are undertaking a motu propio investigation into the recent separate alleged cases of police abuses. In the municipality of Don Marcelino in Davao Occidental, a 16-year old minor was allegedly maltreated by three police officers when he went to a police station to report about the physical abuse he suffered in the hands of his father. Instead of getting the help he needed, the three officers on duty allegedly took the victim into a dark room, poured a solution of vinegar and chili on his private area, and reportedly threatened the victim to keep silent about the incident. In […]

ドゥテルテ前大統領の麻薬に関与した警官を射殺するという発言に対する人権委員会の声明

The Commission on Human Rights (CHR) believes that police officers involved in illegal drugs seriously tarnish and undermine the mandate, credibility, and competence of the Philippine National Police (PNP). It is crucial that accountability must be carried out to its fullest extent when dealing with police officers who commit crime, as well as with other duty-bearers or public officers, who are supposed to exemplify the standards of conduct and public ethics worthy of public trust. In ensuring accountability within PNP ranks, we continue to underscore that due process and the rule of law must be paramount. The State has the duty to uphold the supreme right to life without exception. […]

Statement of the Commission on Human Rights condemning the violent attack by a police officer against his girlfriend in Kidapawan City

The Commission on Human Rights (CHR) strongly condemns the deplorable act of police corporal Louie Jay Lumancas, who allegedly mauled and aimed a gun at his girlfriend’s nape in Kidapawan City, as seen in a video circulating on social media. The incident involving the victim, Shaira Basmayor Kahar, is a clear violation of the Convention on the Elimination of all Forms of Discrimination Against Women (CEDAW). Violence against women, as a form of gender-based discrimination, must be eradicated through all means possible. CEDAW mandates States to take measures to prevent and protect women from all forms of violence, and to ensure that those responsible for such violence are brought to […]

違法薬物取引への関与の疑いでPNP職員に対し儀礼辞職を求めるDILGの要請に関する人権委員会の声明

While we acknowledge Department of the Interior and Local Government (DILG) Secretary Benjamin Abalos Jr.’s expeditious approach, it must be stressed that accountability must be carried out to its fullest extent. A resignation or removal from office may only be the first step in the pursuit of justice, and not an omission of liability. In this case, if allegations are proven to be true, criminal and administrative charges should be filed against erring police officers of the Philippine National Police (PNP). The Commission on Human Rights (CHR) believes that implementing serious reforms and policy shifts within the PNP is crucial in the government’s multi-sectoral course of action to combat the […]

警察がメディアの自宅を訪問したと報じられた事件に関する人権委員会の声明

We note the proactive effort of the National Capital Region Police Office (NCRPO) in ensuring media safety by initiating unannounced house visits, albeit raising concerns, following the killing of journalist Percy Lapid. We welcome the directive of NCRPO chief PBGen Jonnel Estomo to stop and refrain such practice, including the ongoing investigation on the incident. The Commission on Human Rights reminds law enforcement officers that ensuring media safety necessitates a careful balance in respecting individual and collective rights. Media security is best pursued through regular coordination with their respective organisations, as well as journalist groups, to institutionalise efforts protecting media freedom and safety. In this way, members of the media […]

Statement of the Commission on Human Rights expressing grave concern on the reported hostage incident involving former Senator Leila De Lima

The Commission on Human Rights (CHR) is gravely concerned on the reported incident of former CHR Chair and Senator Leila De Lima being held hostage today, 9 October 2022, at the Philippine National Police (PNP) Custodial Center by three other detainees.  While initial information reaching CHR share that Senator De Lima is now safe, it puts into serious question the safety of Senator De Lima, as well as other detainees in the said detention facility.  CHR similarly notes that the three prisoners under police custody who allegedly tried to escape and held Senator De Lima as hostage also died in the incident. They were later identified as Arnel Cabintoy, Idang […]

The Barira local police reported that Dagalangit died due to nightmare. The detainee’s father said […]

Statement of CHR Executive Director, Atty Jacqueline Ann de Guia, on the PNP Chief’s reminder to value the preservation of life

Time and again, the Commission on Human Rights (CHR) has stressed and cited evidence that a human rights-based approach to criminal justice establishes a high success rate in reducing redicivism as well as ensuring safety for communities. We note further that such an approach is in line with the Philippine Government and the United Nations’ (UN) joint programme on human rights which was signed in 2021. In the agreement, the country commits to infusing human rights principles to law enforcement and investigative operations. CHR thus welcomes the assurance of Philippine National Police (PNP) Chief Gen. Rodolfo Azurin Jr. to employ preventive measures in crime solution and, above all, preserve the […]

Statement of CHR Executive Director, Atty Jacqueline Ann de Guia, lauding the Supreme Court for upholding Writ of Amparo as protection against extralegal killings

Principal to the pursuit of truth and justice is the unconditional regard for every person’s fundamental rights to life, liberty, and security—even if an individual is arrested for an alleged criminal offense. It is with this guiding principle that the Commission on Human Rights (CHR) lauds the declaration of the Supreme Court (SC) affirming the issuance of a Writ of Amparo as a protective remedy against extralegal killings when it ruled in favor of Christina Gonzales, widow of a victim killed in the alleged illegal drugs operation by the Antipolo City police. The decision, penned by Associate Justice Jhosep Y. Lopez, states that the SC denied the petition for review […]

CHR事務局長、ジャクリーン・アン・デ・ギア弁護士は、国家警察に対し公平性と武力の適正な使用に関する最高責任者の注意喚起を歓迎する声明を出した。

The Philippine National Police (PNP) is the country’s national police force mandated by law to, among others, enforce the law, maintain peace, order, and security in our communities while preventing and investigating crime. This mandate demonstrates the duties of government in ensuring that the rule of law is adhered to, and the rights of every individual are respected, protected, and fulfilled. In the past years, however, the Commission on Human Rights (CHR) has received complaints and investigated numerous incidents regarding the alleged abuse of police power and the use of unnecessary force by the police. These incidents were similarly evident in the previous administration’s campaign against illegal drugs (). In […]

CHR事務局長、ジャクリーン・アン・デ・ギア弁護士は、新PNP長官の国家警察改革プログラムを支持する声明を出した。

The Philippine National Police (PNP) has the mandate to serve and protect the people through law enforcement, crime control and prevention, peace and order, and internal security and safety. These noble functions necessitate credibility, integrity, and competence as with any public duties worthy of public trust. In recent years, there have been many reported cases of human rights violations involving police officers, particularly in relation to the campaign against illegal drugs. The Commission on Human Rights (CHR) have also received numerous complaints concerning various forms of police abuse, such as rape, violence, and killings related to personal conflict. Implementing serious reforms is important in building and nurturing a law enforcement […]

Statement of CHR Executive Director, Atty Jacqueline Ann de Guia, on the death of a student allegedly shot by a non-uniformed police personnel in Davao City

A motu proprio investigation is being conducted by the Commission on Human Rights (CHR) in Region XI following the death of a 19-year old male student, Amier Mangcop, after allegedly receiving seven gun shots fired by suspect Marvin Rey Pepino, a doctor and non-uniformed personnel of the Philippine Regional Office (PRO) in Davao, during a scuffle at a bar in Davao City. According to the Davao Police Station, an altercation ensued between the group of the physician and the student on 2 July 2022 at a bar at the corner of V. Mapa and J. Camus Extension Streets. The student allegedly attacked the physician, which prompted the physician to draw […]

CHR事務局長、ジャクリーン・アン・デ・ギア弁護士は、実業家ディエゴ・ベロ・ラフェンテ殺害容疑者に対する逮捕令状の執行遅延について声明を出した。

The Commission on Human Rights (CHR) expresses grave concern over the considerable delay in the implementation of the warrant of arrest for the three police officers allegedly involved in the death of Spanish businessman Diego Bello Lafuente (). This delay, despite the accused officers having been informed of the charges against them and the issuance of the warrant of arrest on 25 March 2022, goes beyond the reasonable promptness required in the effective administration of justice. Unreasonable delays in legal proceedings for failing to implement a warrant of arrest causes a breakdown in the justice system as it prevents providing timely and effective legal redress to the aggrieved. In the […]

The Commission on Human Rights (CHR), through its Regional Office in Region IV-A, is already conducting a motu propio investigation into the arrest of environmental defender and activist Daisy Macapanpan on Saturday, 11 June 2022 in Pakil town, Laguna. Inumpong of the Sierra Madre mountain range along Pakil, Laguna, which was said to negatively impact the environment, the wildlife, and the religious practices of the community in the affected area. The arrest was reportedly carried out by a 25-member Philippine National Police-Special Action Force team using an […]

Statement of CHR Executive Director, Atty Jacqueline Ann de Guia, on the Philippine National Police’s statement on only allowing pro-admin rallyists during the upcoming presidential inauguration

The Commission on Human Rights (CHR) expresses concern over the recent remarks of the acting chief of the Philippine National Police (PNP), Lt. Gen. Vicente Danao Jr, that the PNP will have ‘no problem’ with rally attendees as long as they chant support for the incoming President-elect Ferdinand Marcos Jr. He further commented against those who criticise, urging them to reflect on the so-called ‘human wrongs’ that they are committing during protests. While we note his concern in keeping the inauguration orderly, CHR continues to stress the primacy of upholding human rights, as similarly stressed by the President-elect himself during a meeting with the United Nations Resident Coordinator in the […]
