Statement of the Commission on Human Rights welcoming the PNP’s assurance of maximum tolerance during SONA protests

The Commission on Human Rights (CHR) welcomes the statement of the Philippine National Police (PNP) to exercise maximum tolerance in handling the protesters that will conduct rallies during the  State of the Nation Address (SONA) of President Ferdinand “Bongbong” Marcos Jr. on 24 July 2023. Law enforcers play an important role in enabling citizens to exercise their rights in a safe and secure environment. We are hopeful that the PNP’s statement of assurance will translate to efforts by State forces to protect and facilitate the right to peaceful protest in the same manner that they will endeavor to ensure peace and order. In the same vein, we also remind protest […]

Last week Wednesday’s operation, which caused the lives of four anti-drug operatives, is a wakeup call for the quick implementation and release of body cameras or body cams for police officers and dashboard cameras in all patrol vehicles. The Commission supports the purchase and use of body cams for police officers, especially those conducting field operations. The use of body cams will help greatly increase police efforts to ensure transparency and accountability in its operations, particularly at the time when an increasing number of law enforcers are deployed to ensure compliance with community quarantine measure or when the conduct and legality of certain raids, arrests, or other anti-crime activities are […]

Statement of CHR Spokesperson, Atty Jacqueline Ann de Guia, on the PNP’s warning among its ranks to adhere to its social media protocols after CARAGA police posted an image online depicting an activist with horns

The Commission on Human Rights welcomes the reminder of Philippine National Police (PNP) chief Gen. Archie Gamboa to his fellow police officers to strictly observe their social media protocols, as defiance to this would be meted out with administrative and even criminal charges. Duty bearers like members of the law enforcement are bound by high standards of ethics and professionalism in carrying out their mandate. Similarly, official communication platforms such as social media accounts must be utilised primarily as tools for disseminating accurate and reliable information to the public, particularly at this moment that our country is still battling with Covid-19. In the sea of disinformation online, social media content […]

The primacy of human rights even in times of a national health emergency means that due process and the rule of law still apply. Even stricter restrictions, such as the enhanced community quarantine seen to protect the people’s right to health, are guided human rights standards and principles. Even before, the Commission has expressed alarm over statements that sidestep human rights—the latest of which is from the Chief Executive himself challenging agitators and violators of the enhanced quarantine with threats to be shot dead. Such statement is dangerous as it may be construed as an official policy from the government. However, we are reassured by the clarification from the Chief […]

Police are the frontliners in curbing criminality and violence. Citizens count on the police to protect them from any threat against life, liberty, and property. But today, another cop, Police Major Jeffrey Dalson – who was assigned to the office the chief of Philippine National Police (PNP) General Archie Gamboa – is gunned down by motorcycle-riding vigilantes in Makati City. The Commission on Human Rights strongly denounces this brazen violence against a uniformed personnel. Killing a law enforcer is a direct attack against peace, order, and security. The violence in our society has become so normalized that even state forces who are equipped and trained to protect themselves become targets […]

Statement of CHR spokesperson, Atty. Jacqueline Ann de Guia, on the plans of revive ‘Alsa Masa’ in addressing illegal drugs

The Commission on Human Rights notes the recent plans of the Philippine National Police to revive the concept of ‘Alsa Masa’ in addressing the drug problem at the grassroots level. While at its centre is tapping the spirit of volunteerism, the Commission urges the government to ensure adherence to strict guidelines in its implementation that would prevent violations of human rights, including respect for due process and the rule of law. The government must assure the country that this would not follow the history of the ‘Alsa Masa’ in 1980s known for its abuses, especially that the government has yet to resolve allegations of human rights violations allegedly linked to […]

Statement of CHR Spokesperson, Atty. Jacqueline de Guia, on the rape of a subordinate policewoman by a senior police officer in Palawan

Rape and other forms of sexual harassment in the workplace setting is a despicable reality faced by many women. It is appalling that such transgression was recently committed by a police officer towards his subordinate.  This not only violates the code of conduct of government workers but also greatly impacts the credibility and ability of the police to protect women if such violation happens from within the PNP hierarchy. Given their mandate and sworn duty, the police must serve as role model and frontline protector in safeguarding human rights including women’s rights. Any violence against women transpiring within the police ranks must be strongly rebuked. The Commission calls for expedient […]

In light of the recent comments of PNP Chief Oscar Albayalde on limiting the number of women recruits to 10% of the police force and reasoning that such limitation is justified considering how women police officers get pregnant and avail of extended maternity leaves, the CHR as Gender Ombud reminds the PNP of the unequivocal provisions of the Magna Carta of Women (MCW) on the incremental increase in the hiring women police officers tasked to address violence against women (VAW). Regardless of proposed legislation, section 9(a) of MCW is already explicit in mandating the PNP and other allied services to increase women hirees to reach 50% in five years […]

Statement of the Commission on Human Rights on the Supreme Court decision ordering PNP to submit data on anti-illegal drugs campaign

Press Release | 6 April 2018 We welcome and support the decision of the Supreme Court (SC) ordering the Philippine National Police (PNP) to submit data on the administration’s campaign against illegal drugs. It is a step forward in ensuring that the rule of law still prevails in our country. But, equally important, is on how the decision brings us closer to knowing the truth and pursuing justice for the victims and their families.

09 October 2017 PRESS STATEMENT   Statement of the Commission on Human Rights calling for the strengthening of our justice system in addressing the culture of impunity  in the Philippines The Commission on Human Rights (CHR) urges the government to act on the appalling number of extrajudicial killing cases in the country, and instead of denying the existence of culture of impunity, exhaust all the necessary measures to strengthen the criminal justice system and hold to account the perpetrators of these violations. In the recently released 2017 Global Impunity Index, it is of grave concern to see the Philippines ranked with the highest level of impunity among 69 nation states. […]
