最高裁判所が政府の麻薬撲滅キャンペーンに関する文書を公開する決定を下したことについて、CHRの広報担当者、ジャクリーン・アン・デ・ギア弁護士の声明
We welcome the recent decision of the Supreme Court favouring the release of documents related to the government’s campaign against illegal drugs. The Commission on Human Rights (CHR) sees this directive as a reminder to the government to observe the rule of law in the face of rising human rights violations that abound. Even from the start, CHR have persistently urged the government to assure justice to all deaths, especially those allegedly linked to its campaign against illegal drugs. It is only through greater transparency that we can ascertain the truth behind the circumstances leading to these killings and possibly make every perpetrator accountable for their offences against the right […]
Statement of the Commission on Human Rights on threats to silence the people’s dissent

At a time when the crucial system of checks and balances in our democracy is in question, one of the most important things we can do as citizens is speak up. Exercising our freedoms of expression and to peaceably assemble allows the common people to have their voices be heard. These are opportunities for the government to listen to our grievances and provide redress. Any threat to silence dissenters is an affront to our ideals as a nation. A recent example have been threats by certain personalities to get aspiring lawyers banned from taking the Bar exam after questioning and expressing strong opposition to the Supreme Court’s decision on the […]
最高裁判所によるマリア・ルルド・セレーノ最高裁判事解任決定に関する人権委員会の声明

The core value of our Constitution lies in its system of checks and balances. Upholding the 1987 Constitution means protecting the Filipino against abuse and concentration of power. We are in disbelief that majority of the members of the Supreme Court has decided to remove Chief Justice Maria Lourdes Sereno by granting the quo warranto petition, a means unsanctioned by the Constitution. Our Constitution is clear: a sitting Chief Justice can only be removed through impeachment. And a quo warranto petition cannot supplant this. We denounce the fact that this decision by the Supreme Court’s majority was made with justices who previously sat as accusers, a fundamental fairness issue that […]
Statement of CHR Chairperson Jose Luis Martin Gascon on the Supreme Court decision to oust Chief Justice Maria Lourdes Sereno

I am saddened by the decision of the Supreme Court (SC) to oust Chief Justice Maria Lourdes Sereno through a quo warranto petition. The 1987 Constitution is clear that a sitting Chief Justice can only be removed through impeachment. At the same time, the rules on availing the remedy of a quo warranto have long been established. I am equally surprised that the majority of the justices would arrive at a ruling that many former SC justices, law experts, and learned law faculties have said would raise serious Constitutional questions that may lead to political and legal uncertainties in the future. ■ DOWNLOAD FILE HERE
Statement of the Commission on Human Rights on the Supreme Court decision ordering PNP to submit data on anti-illegal drugs campaign

Press Release | 6 April 2018 We welcome and support the decision of the Supreme Court (SC) ordering the Philippine National Police (PNP) to submit data on the administration’s campaign against illegal drugs. It is a step forward in ensuring that the rule of law still prevails in our country. But, equally important, is on how the decision brings us closer to knowing the truth and pursuing justice for the victims and their families.
