잠보앙가델수르주 파가디안에서 바랑가이 관리 살해를 규탄하는 인권위원회 성명

The Commission on Human Rights (CHR) strongly condemns the brazen killing of a barangay official in Pagadian, Zamboanga del Sur, on 5 February 2025. In line with our constitutional mandate, CHR has deployed a Quick Response Operation through CHR Regional Office IX to aid in uncovering the truth and ensuring justice.

According to reports, a barangay councilor from Barangay Poblacion, Kumalarang, Zamboanga del Sur, was shot dead in broad daylight by armed assailants in front of a school campus. As of writing, no suspects have been identified.

The official was well known in the area for strictly enforcing municipal ordinances aimed at combating crime, as well as their support for law enforcement efforts in the barangay. Authorities are now investigating whether the motive behind the killing is politically driven. Prior to the incident, the barangay councilor also stood as a campaign manager for another electoral candidate in the area.

CHR vehemently denounces this violent act, which fosters fear and intimidation among public servants dedicated to serving their communities. Leaders and law enforcers must be able to perform their duties free from threats or violence. Attacks of this nature are not only an affront to democracy, peace, and the rule of law—they must be stopped.

We also raise concern over the increasing violence in Region IX. CHR recently issued a statement expressing grave concern on these alarming incidents.[1] With the 2025 National and Local Elections approaching, now more than ever, we must work together to ensure safer and more secure communities.

As the country’s national human rights institution, CHR remains steadfast in its call for justice. We urge authorities to act swiftly in identifying and prosecuting those responsible for this crime. Violence should never be used to silence those who are committed to public service and upholding the law.
